The interior minister said that nearly 1,000 potential Islamist terrorists live in Germany, of whom about 128 could be capable of committing attacks; around 20 of these trained in terror camps and are under surveillance. In October 2010, the Federal Crime Office said there were "more than 1,000 Islamists ready to commit violence" residing in Germany, noting that 131 Islamists had been identified as terror "instigators" and that files had been opened on 274 individuals.
