British troops are being attacked four times a day on average in the southern Afghan province of Helmand, according to official figures. A roadside bomb struck a civilian car in Helmand province Saturday, killing three people, including two children, and wounding another. UN chief Ban Ki-moon plans to appoint Norwegian diplomat Kai Eide as his special representative to Afghanistan.
