FBI Director Robert Mueller said Younes Tsouli, an internet jihadi also know as "Terrorist 007," served as a vital link between the Atlanta cells, the "Toronto 17" cell, and the Maximus network out of Sweden-Bosnia that planned attacks in Europe. Tsouli had close ties to al Qaeda. "He used his computer skills to build a global virtual network for terrorists and their supporters," Mueller said.
