A federal court found again that Sudan as a state sponsor of terrorism was liable for the 2000 al Qaeda attack on the USS Cole in Yemen. An Army investigation of the killing of a State Department employee in Afghanistan in April 2013 faulted State for poor planning and divulging too much information about her itinerary.
