After a bombing at a Benghazi military academy that killed at least 11 people and wounded many more, Justice Minister Marghani urged Libyans to “declare war on terrorists who have been killing Libyans and foreigners in the cities of Benghazi and Derna,” and said international help is needed in the fight as Libya has no military or police force to bring the terrorists to justice.
