Mujab Mohammed Jamal al Qahtani, an al Qaeda operative who is on Saudi Arabia’s wanted list, is said to be negotiating his surrender. Qahtani “has called his family telling them of his decision and asking them for help to return home and hand himself over,” the Saudi government said.
