A UN report said Eritrean intelligence officers were involved in the plot to carry out attacks in Addis Ababa in January 2011 to disrupt the African Union summit. The plot involved car bomb attacks at the AU headquarters, Africa’s largest market, and an area where dignitaries were housed.
