Government tanks and aircraft pounded the rebel-held town of Zawiyah, killing civilians and leveling buildings. Gaddafi refused the rebels’ offer of a 72-hour window to leave and escape prosecution. France and the UK are drafting a UN resolution for a no-fly zone, an idea supported by the Organisation of the Islamic Conference and by the Gulf states. So far, the conflict has killed over 1,000 people and displaced 200,000.
