Coalition and Afghan forces detained several Taliban fighters in Kandahar. General Caldwell said the Afghan Army loses 32 percent of its forces each year and the police lose 23 percent. The United Nations said that security in Afghanistan is at its lowest in a decade and that the Taliban have expanded operations throughout all of the country.
