The African Union said an additional 4,000 troops would be sent to Somalia and it is considering loosening the rules of engagement. Hizbul Islam leader Sheikh Hassan Dahir Aweys called for Somalis to wage jihad against African Union forces and said talks with Shabaab are going well.
