NATO Secretary General Rasmussen said security should begin to be transitioned to Afghan forces by the end of 2010. The Taliban killed nine civilians in an IED attack in Kandahar, three civilians in a suicide attack in Zabul, and two ISAF soldiers in an IED attack in the south. Joint forces detained an undisclosed number of Taliban and al Qaeda fighters in Logar and Zabul.
