Kyrgyzstani intelligence officials claimed that ousted Prime Minister Bakiyev plotted with the al Qaeda-linked Islamic Movement of Uzbekistan and Tajik Islamist groups to spark the ethnic violence that resulted in more than 2,000 deaths in the south.
