Prosecutors charged an Algerian and a Libyan with the minor offenses of sending a threatening text message and immigration violations respectively. The two men were among seven arrested for involvement in a plot to kill a Swedish cartoonist who drew a picture of the head of the Prophet Mohammed on a dog’s body. Five others arrested have been released.
