EU election observers said more than 1.5 million of the estimated 6 million votes cast are “suspicious.” Security forces killed 20 Taliban fighters in Band-e-Sabzak and nine more in Kunduz. The Taliban killed three US soldiers in southern Afghanistan and a district police chief in Uruzgan.
