Fourteen Iraqis were killed in a series of bombings in Baghdad and Ramadi. A state of emergency was declared in Ramadi, and Fallujah has been placed under curfew. Security forces detained four Syrian terrorists in Mosul and a Diyala police lieutenant with links to al Qaeda in Iraq.
