Khalid Shaikh Mohammed and four other al Qaeda operatives filed a document with the military commission at the Guantánamo Bay detention facility admitting to their role in the Sept. 11, 2001 attacks on the United States. The five al Qaeda operatives described themselves as the “9/11 Shura Council” and said charges against them are “a badge of honor, which we carry with honor.”
