President Karzai defended his plan to negotiate with the Taliban and claimed NATO set up a “parallel government.” Coalition and Afghan forces killed 25 Taliban fighters during operations in Kandahar, Paktika, and Paktia provinces. Five policemen were killed in Helmand and three engineers were kidnapped in Badghis.
