The Muttahida Ulema Council declared suicide bombings un-Islamic, and called for the government to stop military operations in the tribal areas and conduct negotiations. The military said 40 Taliban were killed in Bajaur and 18 were killed in Swat. The Taliban threatened to “punish” the local power company if electricity is cut off. More than 15,000 tribesmen have organized against the Taliban.
