Abu Omar al Baghdadi, the leader of al Qaeda’s Islamic State of Iraq, issued a 37-minute audiotape calling for Sunni insurgents to rejoin the fight against the Iraqi government. He also warned the Awakening and Sons of Iraq fighters that the government would turn against them. Violence in Iraq is down 82 percent since Ramadan last year.
