Taliban commander Baitullah Mehsud created a new parallel judicial systems in South Waziristan. The Taliban beheaded a “US spy” in North Waziristan. Forty-seven Pakistanis were killed in fighting in Kurram as six large tribes vowed to join the government to fight the Taliban. Nine Taliban fighters, a policeman, and a civilian were killed in fighting in Swat.
