Spain

Spain’s Supreme Court overturned the convictions of four of the terrorists behind the 2004 Madrid train bombing, which killed 191 civilians and wounded more than 1,800. Three were cleared of being members of a terrorist cell and one was cleared of trafficking explosives. Rabei Osman el Sayed, the Egyptian mastermind of the attacks, was also acquitted because he was charged with the same crime in Italy.
