Britain, France, Germany, the United States, Russia and China agreed to push ahead with sanctions if the IAEA report on November 19 shows Iran has not addressed concerns over its nuclear program. The US said Russia and China were holding back the process to enforce sanctions. The US military said Iranian EFP attacks in Iraq have declined over the past few months.
