Secretary of State Rice and Defense Secretary Gates ruled out the possibility of unilateral strikes inside Pakistan. Pakistan has lost 200 troops in the tribal areas since July 19. “Militants” fired rockets at a military camp, and destroyed two checkpoints in Bajaur. The Swat peace jirga said “foreign agencies,” including India™s Research and Analysis Wing, were behind suicide attacks and bombings in Swat, while denying the involvement of the Taliban.
