Hezbollah and Amal have quit the Lebanese government after their demands for more seats (and effectively veto power) in the cabinet are not met. Hezbollah has rebuilt its arsenal in southern Lebanon. A Hezbollah member was killed dismantling a cluster bomb. The UN gave the Lebanese government a draft proposal for the tribunal on the death of Rafik al-Hariri.
